The efficient arrangement of cut clips in the timeline window is dependent on how quickly the user can identify those clips. I suggest creating a separate workspace window for listing and naming cut clips separate from the timeline window. Cut clips from the timeline could be dragged into this window, named, and dragged back to the timeline as necessary. This should better organize projects with dozens of cut clips and allow for much more efficient project composition.

The clips in the Cut Library (rename as you will) would simply reference starting and ending times of segments of clips in the main Clip window, so it's basically for organizational purposes. Rather that having a library of cut clips in the timeline, where they could potentially be played, the Cut Library window would segregate them so they could be easily added back to the timeline as necessary.

Please let me know if this sounds like a useful idea. I'd like the public's feedback before submitting the proposal to the dev mailing list. Thanks all.

It is a good idea. You do not need to forward it to the dev mailing list. All the devs read here as well, and here it is organized into this forum. On a mailing list, it is more likely to get lost because maybe no one will immediately implement your idea.

I'd suggest that when a "main" or "original" clip gets cut, and the resulting "sub-clip" is named, it appears in a tree-like fashion hanging from the main clip's name in the "Project Tree" panel.
Initially the sub-clip branch of a main clip would be collapsed, when the user clicks on a + sign, the branch expands to show its sub-clips.

It'd look something like this:
-Main Clip 1
|
-- sub-clip1
-- sub-clip2
-- sub-clip3

- Main Clip 2
|
-- sub-clip1
-- sub-clip2
-- sub-clip3

Regarding the Cut Library idea, I'd extend it to be a more of a "Storyboard Panel" where the editor could quickly place sub-clips or entire clips (perhaps shown as thumbnails), in a certain order, for later inserting them in the timeline via a "Insert Storyboard in Timeline" or something like that. This function could even have a "Dissolve between clips" option... just thinking.
