Removing Strobe

I'm editing footage shot at a rock concert where a strobe light was used extensively (over the top of full lighting).
This creates 2 problems in my resulting video...

1. The strobe is tiring on the eyes after a while
2. There are frames where half the frame is illuminated by the strobe, whereas half is unstrobed

Are there any filters or techniques I can use to ameliorate these annoyances?

Could you upload some sample footage, a few seconds?
A very simple fix would be to just keep the previous frame for the white parts. This could be easily written as a frei0r filter. It would not be perfect, but the flash would be gone. One could do more advanced stuff, but this would hardly be worth the effort.

Hm. That's more complicated then. There is no hard transition, and it is not completely white either ... Cannot promise anything here. It will not make it into 0.8, that's for sure. Depending on my own needs and my spare time it might take more or less time ... Tell them to switch off this stupid strobo next time ;)
