0000013: Kdenlive stores the interface texts in his config file

Description

When a user switch his locale, as example from english to french, some texts (Effect List, etc) of the GUI remain in the previous language. One has to remove ~/.kde/share/config/kdenliverc to get all texts.

Additional Information

A quick and dirty way to correct that is storing the locale in this file, and if it has changed, give an option to the user to start a new kdenliverc from scratch.
