0002237: After setting negative X rotate in "Rotate and shear", value is increased by one

Description

After setting negative X rotate in "Rotate and shear", value is increased by one. And when clip is splitted, value increased again.

Steps To Reproduce

* Add clip on time line
* Apply rotate and shear effect
* Set X rotate to negative value
* Select another clip
* Select back original one
* Inspect viewed value of X rotate
