0002332: Latest SVN code does not render different bitrates.

Description

I have a project that I made with kdenlive that I pulled from SVN yesterday.
I tried rendering it in webm at different bitrates, but the quality is really low, and all the filesizes are the same. I tried rendering it in x264 just to see, and I got a really terribly bad video, as if the bitrate that was requested was not applied at all.

Steps To Reproduce

Update to SVN of Sep 23, make a project, and render.

Additional Information

Do I need an updated version of mlt with the SVN version of kdenlive? I have mlt 0.7.4 installed.
