Summary

0002472: Proxies don't get queued automatically.

Description

When loading a project that has missing proxy files, the UI says that they will be generated once the project is loaded.

However, this does not happen, and I have to highlight the clips, and manually tick "proxy clip" to get the proxy generations to join the job queue.

Steps To Reproduce

Open a large project that has some missing proxy files.

This is a rather recent bug... I have been noticing it for the last week or so.
