0002966: mpeg2 render produces file that report 104857 kb/s as video bit rate no matter the renders bitrate setting

Description

If I render using the mpeg-2 settings and use different bit rate settings the resulting file always reports a bit rate of 10,4857 kbs when analyzed by ffprobe and when being imported into my DVD authoring software.
Interestingly ffprobe reports two different video bit rates. One is 104857 kb/s no matter what and the other is more like the requested bit rate.

I am guessing the files have really been encoded at different rates. File sizes are
1000 13mb
8000 71.5mb
18000 73.3mb
And the 1000kbs one is more blocky than the others

(0009189) ttguy (reporter) 2013-02-05 22:15	Ok. So this is the same as 0.9.2. I noticed from my notes that back on 0.9.2 I was using the DVD render group to make my .mpg files for DVD authoring. This mantis I was using the file rendering section and it creates files that have the behaviour described. But if I use DVD render group I get video that works in the DVD wizard and work in my DVD authoring tmpgenc software. So this is another case of file rendering > mpeg2 not producing DVD compatible files. Which I think I now remember was happening with previous versions too. I guess it still might be a defect. But the workaround is use DVD rendering group render profiles
