0003005: Frame stepping not working properly with H264

Description

When I want to step frame by frame in a H.264 (m2t) clip in kdenlive I have the following problem:

1) In the case of forward stepping it does not work properly until I hit forward 4 times, then everything works perfectly.

2) In the case of backward stepping the monitor gets updated every 4 steps.
