Steps To Reproduce1. Put a (region of a) clip on the timeline and apply the speed effect to it, say 600%.
2. Watch the differences that happen when you either check the effect by advancing frame by frame in the timeline or when playing the whole timeline an stopping somewhere in between the clip with the speed effect. The project monitor won't show the proper frame.

3. Render the region with the speed effect to a final clip.

4. Add this final clip to the timeline with the existing original clip and align them.

5. You should now notice that:
5a. the rendered clip does not match the number of frames of the original clip region, for instance, it is one frame longer.
5b. the frames of the regions for the original clip with the speed effect applied and the frames of the rendered clip do not match. There is a big skew, such as almost 20 frames in my case!
Additional InformationI've attached screen shots to better illustrate the situation. The screenshots show the situation with the original clip with speed effect and the final clip positioned on two tracks of the timeline. Opacity is set of 50%.

One screenshot shows this to the extreme: in the rendered clip the right arm of the diver instructor is fully extended, while in the original clip his arm is still before his chest.

The second screenshot shows the superfluous rendered frame in the timeline and also shows that only at the end of the original clip region the instructor diver's arm is fully extended. So there is a skew of approx 20 frames.

To the viewer of the final clip it appears that there is a 20 frame still at the end of this take.

Track 2 ("Video 2") contains the rendered clip (mp4/H.264) of exactly the region from the track below.

Track 3 ("Video 3") contains the source clip material (H.264) with speed effect applied.
