0000858: Show short explanation to video effects

Description

I'm a documentation freak, I know. But documentation is user friendly and doesn't make new users think «and what does _that_ do? what is that for? who should want to use this?».

Idea: There are effects like e.g. the Limiter where the short description just isn't enough. Explaining the effects of the available effect settings and when it is used would be very helpful. Like e.g. here, just shorter:
